The European Union Network for the Implementation and Enforcement of Environmental Law (IMPEL)

IMPEL

IMPEL is an international non-profit association of the environmental authorities of the European Union Member States, acceding and candidate countries of the EU, EEA and EFTA countries. The association is registered in Belgium and its legal seat is in Brussels. Currently, IMPEL has 53 members from 36 countries including all EU Member States, the former Yugoslav Republic of Macedonia, Serbia, Turkey, Iceland, Kosovo*, Albania, Switzerland and Norway.

IMPEL helps to strengthen the implementation of environmental law in Europe by:

  • helping countries get to compliance more quickly, for example, by sharing knowledge, skills and good practices, and carrying out peer reviews (IRIs);
  • helping implementing organisations use their limited resources more effectively, for example, by producing technical guidance and promoting the use of risk-based approaches to target effort;
  • coordinating action between countries, for example, in the enforcement of regulations to tackle illegal trans-frontier movements of waste;
  • facilitating communication between different actors and networks, for example, prosecutors, judges and ombudsmen;
  • informing policy with practical experience and expertise.

ACR+

ACR+ (Association of Cities and Regions for sustainable Resource management) is an international network of cities and regions that share the goal of promoting the sustainable management of resources through prevention at source, reuse and recycling and of transitioning to a circular economy. Seeing how these undertakings require the contribution of numerous actors, ACR+ adopts a multi-stakeholder approach to its work, by encouraging institutions like NGOs, research centres and private companies to participate in the projects in which it is involved and to join the association. Having been founded in 1994, ACR+’s priority is to ensure the sharing of technical exchanges and of policy know-how among its members and between its members, on the one hand, and EU and international institutions, on the other.

The association is currently involved in over a dozen EU-funded projects and has launched flagship initiatives like the EPR Club, the Circular Europe Network and the European Observatory on municipal waste performances. Its 100 members hail from 23 countries and represent over 1,100 local authorities.
